Project Overview

Envirochem provided environmental consulting and management services as well as quality management services to Tervita Corporation for different aspects of the Rock Bay Remediation Project, in Work Areas 1, 2, and 3 located in Victoria, BC. The Rock Bay site, owned by BC Hydro, and the neighbouring Transport Canada property are the location of a former coal gasification facility which operated from the 1860’s to the early 1950’s. The long history of gas production in this area resulted in extensive impacts to soil, groundwater, and sediment from various products including the primary waste product, coal tar.

Services and Solutions Provided

Envirochem prepared the Environmental Protection Plan (EPP) including erosion and sediment control (ESC) plan, prepared the Quality Management Plan (QMP), and conducted environmental auditing of the contractor’s work as required during different phases of the different projects. Envirochem also provided additional environmental consulting services as required by the contractor including containment cell design support for management of contaminated materials.

Results Delivered

Support of the contractor for the remedial excavation of four individual areas including in public roadways to the satisfaction of BC Hydro on one of Canada’s most significant remediation projects.
